About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations for custodial services at the Department of Corrections Ellsworth facility (412 High Street, Ellsworth, Maine) under RFQ 18A 170425-673, with quotations due May 9, 2017 at 2:00 p.m. Eastern Time. This RFQ is open exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2, a restrictive eligibility gate.

The scope encompasses custodial services for approximately 2,700 square feet of office and public facility space. Services are required twice weekly on Mondays and Wednesdays between 9:00 a.m. and 4:00 p.m., including routine daily tasks (restroom cleaning, floor maintenance, trash removal, carpet vacuuming, glass cleaning) and weekly, monthly, quarterly, and annual specialized cleaning tasks detailed in Appendix B. The contractor must furnish all supplies, equipment, and materials; maintain Globally Harmonized System Safety Data Sheets for all chemicals; provide proof of Commercial General Liability and Automobile Liability insurance with minimum $300,000 per-occurrence limits, naming the State of Maine as additional insured; and ensure all personnel pass background checks approved by the Department prior to facility access. Subcontractors may comprise no more than 15 percent of work performed and must be identified in the bid submission.

The contract term runs from July 1, 2017 through October 31, 2018, with two optional one-year renewal periods extending through October 31, 2020. The previous contractor, Start to Finish, LLC, held an annual contract amount of $5,200.08. Quotations will be evaluated on a best-value basis, with award to the lowest-cost certified Work Center bidder whose costs are determined fair and reasonable compared to market rates. A facility walk-through is scheduled for May 1, 2017 at 9:00 a.m., the only opportunity to view the site. Quotations must be submitted through the State of Maine's Advantage Vendor Self Service e-procurement system with Appendices A (Bid Cover Page and Debarment Form) and C (Cost Response) detailing itemized pricing for monthly charges, quarterly tasks, twice-per-year specialized cleaning, annual tasks, and hourly rates for supplemental work.
