This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, a central eligibility filter.

The scope covers comprehensive custodial maintenance of approximately 1,400 square feet, performed one day per week on Wednesdays between 8:00 a.m. and 5:00 p.m., including restroom cleaning, trash removal, carpet vacuuming, floor mopping, window washing, and dusting at various intervals. All cleaning supplies and chemicals must be OSHA-approved and non-toxic with Safety Data Sheets maintained on-site. Subcontracting is limited to no more than 15% of total contract work.

The initial contract term runs from April 15, 2017 through October 31, 2018, with two optional one-year renewal periods extending through October 31, 2020. The incumbent contractor, Start to Finish, LLC, was paid $390.00 monthly. Bidders must submit a firm monthly price for regularly scheduled services, an hourly labor rate for supplemental work, the number of dedicated employees, and minimum weekly hours. The State reserves the right to reject the lowest cost bidder if that bidder had a contract terminated or not renewed due to documented poor performance within the last five years. All contractor employees and subcontractors must pass Department background checks and maintain Commercial General Liability insurance of $300,000 per occurrence and Workers' Compensation as required by law. A bidder walk-through was scheduled for March 31, 2017 at 9:00 a.m. Evaluation will be conducted on a best value basis considering conformity to specifications, delivery capability, and price.
