About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations on behalf of the Department of Veterans and Emergency Management for custodial services at the Maine Veterans' Cemetery Administrative Building in Augusta under RFQ 15A 260713-010, with quotations due July 24, 2026, at 4:00 p.m. This solicitation is exclusively open to certified Work Centers as defined in 5 MRSA 1826-B.2; only approved Work Center list participants are eligible to bid.
The scope is routine weekly custodial services for the 1,200-square-foot administrative facility, including cleaning common touch areas with EPA-approved germicidal disinfectants, restroom sanitation, trash removal, carpet and floor maintenance, and dusting. Periodic deep-cleaning must be performed in May (week before Memorial Day) and November (week before Veterans Day), encompassing light fixture cleaning, window washing, carpet shampooing, and metal polishing. Services must be completed once per week on a predetermined weekday between 8:00 a.m. and 2:00 p.m. The contractor must furnish all supplies and equipment except bathroom soap, paper products, and trash bags; commercial/industrial-grade equipment including HEPA-filtered vacuums, carpet cleaning machines, and floor buffers are required from day one. Background checks for all personnel are mandatory and subject to Department approval, with the Department providing up to four background checks at no cost. Subcontractors may perform no more than 15% of the work. The contractor must maintain Workers' Compensation and Commercial General Liability and Automobile Liability coverage of $300,000 per occurrence, with the State of Maine named as additional insured.
The previous annual calculated contract amount is $5,000.00. The initial term runs September 1, 2026, through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. The incumbent contractor is Katahdin Property Services LLC. A pre-bid facility tour is scheduled for Tuesday, July 21, 2026, at 9:00 a.m., with attendance encouraged and potentially weighted favorably in evaluation. The contract awards based on best-value methodology, prioritizing compliance with specifications and fair and reasonable pricing. Questions are due before the pre-bid tour. Quotations must be submitted via the State of Maine's Advantage Vendor Self Service system and include the completed RFQ bid worksheet, Appendix A (Bid Cover Page and Responsible Bidder Form), and Appendix D (Subcontractors/Disaster Recovery Plan).
