About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for custodial services at Maine Veterans Cemetery's Administrative Building in Augusta, with quotations due August 26, 2026 at 4:00 p.m. EST and a mandatory pre-bid facility tour on August 20, 2026 at 9:00 a.m.
The scope encompasses weekly cleaning of approximately 1,200 square feet, performed once weekly on a predetermined weekday between 8:00 a.m. and 2:00 p.m., including routine tasks such as EPA-approved germicidal cleaning of touch areas, restroom sanitation, trash removal, carpet and floor maintenance, and dusting. Periodic deep-cleaning is required in May (the week before Memorial Day) and November (the week before Veterans Day), including light fixture cleaning, window washing, carpet shampooing, metal polishing, high-level dusting, and restroom wall cleaning. The contractor must provide all supplies and equipment except liquid bathroom soap, paper products, and trash bags. Commercial-grade equipment including HEPA-filtered vacuums, carpet cleaning machines, and floor buffers are mandatory from day one. Background checks are required for all personnel; the State provides up to four checks at no cost during the initial period and one additional check per extension period. The contractor may not use subcontractors for more than 15 percent of contracted work and must submit a Disaster Recovery Plan.
The initial contract term runs September 1, 2026 through August 31, 2027, with four optional one-year extensions available through August 31, 2031. Bids are evaluated on a "Best Value" basis with award going to the lowest-priced qualified bidder. The incumbent contractor is Katahdin Property Services LLC, which previously charged $5,000.00 annually. Bidders must submit pricing using the RFQ 15A 260813-024 Bid Worksheet in Excel format, specifying a monthly rate for routine tasks, per-occurrence rates for May and November deep-cleaning, and an hourly labor rate for supplemental services; bids with only an hourly rate will be rejected. Commercial General Liability and Automobile Liability insurance of $300,000 per occurrence each are required, with the State named as an additional insured.
