About this opportunity
The State of Maine Department of Transportation is requesting quotations for custodial services at the Ferry Service Crew Quarters facility on Swan's Island, Maine, with quotations due August 14, 2017 at 4:00 p.m. EST, and an optional bidders' walk-through scheduled for August 1, 2017 at 8:30 a.m.
Maine businesses submitting bids within 5 percent of the lowest non-Maine business bid and meeting equivalent specifications receive preference consideration. The State reserves the right to decline award to any bidder that has experienced contract termination or non-renewal due to documented poor performance within the previous five years.
The scope covers custodial services at approximately 1,500 square feet, including daily cleaning tasks, monthly specialized cleaning, twice-yearly deep cleaning tasks, and annual carpet shampooing. The provider must furnish all labor, equipment, supplies, supervision, and materials. All cleaning materials and chemical products must be OSHA-approved and non-hazardous. Background checks are required for all contractor personnel before facility access. Subcontracting is limited to no more than 15 percent of total contract work and requires prior State approval and insurance certification.
The incumbent contractor, Hellen Gardner, charged $3,620 annually. The contract commences September 1, 2017 and continues through August 31, 2018, with two optional renewal periods of one year each through August 31, 2020. Evaluation is on a best value basis, with award made to the lowest-priced bidder meeting specifications. Quotations must include monthly pricing for each day of service, pricing per occurrence for twice-yearly and annual tasks, hourly rates for supplemental work, and optional pricing for floor stripping and refinishing. All bid prices must remain firm for 180 days and include all materials, supplies, equipment, and labor costs. Bidders must submit completed Appendix A (Bid Cover Page and Debarment Certification), Appendix C (Cost Response), and proof of liability insurance listing the Department of Transportation as additionally insured. The State requires commercial general liability of $300,000 per occurrence and automobile liability of $300,000 per occurrence. Questions must be submitted through AdvantageME Vendor Self Service no later than forty-eight hours prior to bid closure. Bidders are responsible for arranging and paying for their own ferry transportation.
