About this file

This is a Request for Quotation (RFQ) for custodial services issued by the State of Maine Department of Transportation for the Ferry Service Crew Quarters facility located on Swans Island, Maine, and is open to all interested bidders. The scope of work encompasses custodial services at the specified location, with bids evaluated on a total calculated three-year contract amount. A mandatory site visit and walk-through tour is scheduled for Tuesday, August 1, 2017, at 8:30 a.m., which represents the only opportunity for bidders to view the facility and assess the work requirements. Bidders are responsible for arranging their own ferry transportation to the island and arriving with sufficient time to attend this walk-through. All questions regarding the RFQ must be submitted through the State of Maine's AdvantageME Vendor Self Service (VSS) e-Procurement system no later than forty-eight hours prior to the bid closure date, with responses posted in the same system for all bidders to review.

Bidders must include completely filled out Appendices A and C with their submissions, with bids lacking these required documents subject to rejection. The State reserves the right to decline award to the lowest-cost bidder if that bidder has experienced contract termination or non-renewal due to documented poor performance within the previous five years. Additionally, background checks may be required for all contracted employees, including management, ownership, and subcontractors who will enter the facility, and are subject to Department approval prior to assignment. Bidders are responsible for providing ferry tickets to their employees as part of their cost considerations for this three-year service contract.
