About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, is requesting quotations for custodial services at the Department of Transportation Region 3 Office in Dixfield, with quotations due June 19, 2017 at 4:00 p.m. Eastern time via the AdvantageME/Vendor Self Service system and a mandatory site walkthrough on June 15, 2017 at 9:00 a.m.

The scope covers daily, weekly, monthly, quarterly, and annual custodial tasks across approximately 7,400 square feet at 547 Main Street, Dixfield. Services are provided twice weekly on Tuesdays and Thursdays between 8:00 a.m. and 4:00 p.m., encompassing restroom cleaning and sanitation, floor maintenance (sweeping, damp mopping, scrubbing, waxing, buffing), carpet shampooing with commercial equipment, window and glass cleaning, dusting, trash and recycling removal, furniture cleaning, and entrance area maintenance. The contractor must supply all labor, equipment, supplies, and materials, including commercial-grade vacuum cleaners with HEPA filters, carpet cleaning equipment, and all cleaning chemicals. All contractor-supplied equipment and chemicals require prior approval from the Agreement Administrator. Materials must be OSHA-approved and non-slip, with Safety Data Sheets maintained on-site. Subcontractors may perform no more than 15% of the work.

The contract runs July 1, 2017 through approximately June 30, 2018, with potential extension of up to twenty-four months if the facility remains operational. The State reserves the right to terminate with thirty days' notice when the new facility becomes available. The previous contractor, Richen Management LLC, held an annual contract value of $8,400, significantly reduced due to facility closure plans. Pricing must include monthly costs for standard services, per-occurrence pricing for quarterly and annual tasks, and hourly rates for supplemental services.

All contractor personnel require background checks and identification badges. Workers' Compensation, Commercial General Liability ($300,000 per occurrence), and Automobile Liability ($300,000 per occurrence) insurance are required, with the State named as additional insured. Evaluation proceeds on a best-value basis with the lowest-cost conforming bidder selected, subject to Maine Business Consideration allowing awards to Maine businesses within five percent of the low bid. The State may reject low-cost bidders with documented poor performance or terminated contracts within five preceding years. Attendees at the mandatory site walkthrough may receive bidder preference.
