About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is soliciting quotations for custodial services at Edmunds Consolidated School through RFQ 05C 260810-020, with quotations due August 21, 2026 at 4:00 p.m. EST and a pre-bid facility tour on August 17, 2026 at 11:00 a.m. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2; only Work Centers on the approved list at bid closing are eligible to submit.
The scope covers approximately 16,800 square feet requiring five-day-per-week custodial services between 3:00 p.m. and 7:00 p.m. Work commences two weeks before the school year begins and continues one week after it ends. Routine daily tasks include classroom cleaning, office maintenance, bathroom sanitation, hallway and gymnasium upkeep. Special projects include floor stripping, sealing, and refinishing priced on a per-occurrence basis. Bidders must submit monthly pricing for routine tasks and per-occurrence pricing for special projects, with a total five-year cost calculation required in the provided Excel bid worksheet.
The initial contract term runs September 1, 2026 through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. All contractor personnel must pass Department of Education fingerprinting and background checks equivalent to school staff requirements, with costs borne by the contractor. The contractor must maintain comprehensive insurance naming the State of Maine as certificate holder, provide a disaster recovery plan addressing workforce reduction, and demonstrate supervisory oversight through a working supervisor, working job coach, or supervisory structure. Poor performance is defined as four or more negative service tour responses or a combination of "Needs Improvement" or "Unacceptable" ratings; three poor performance evaluations trigger automatic contract termination. Quotations must be submitted through the State of Maine's Advantage Vendor Self Service system.
