About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Agriculture, Conservation and Forestry, is soliciting custodial services through a Request for Quotation (RFQ 01A 260417-273) for a state facility located at 2870 North Belfast Avenue, Augusta, Maine. The procurement encompasses comprehensive custodial services for approximately 4,500 square feet, including daily cleaning tasks, routine maintenance performed twelve times monthly, and periodic deep cleaning services provided on a per-occurrence basis up to four times annually. Required deliverables include floor care (sweeping, damp mopping, scrubbing, waxing, and buffing), restroom sanitation, glass and window cleaning, dusting, light fixture maintenance, waste and recycling removal, furniture cleaning, and entryway maintenance, with specialized services including tile floor stripping and refinishing, professional carpet cleaning, window blind washing, and thorough room cleaning quoted separately. The contractor must provide all supplies and equipment, including commercial-grade vacuums with HEPA filters and professional carpet cleaning equipment, while the State supplies only paper towels, toilet tissue, bathroom soap, and lightbulbs. Services will be provided one day per week (Monday or Tuesday) between 7:00 a.m. and 4:00 p.m., with a minimum of 52 working days annually plus additional days for floor maintenance. Quotations are due on Friday, May 1, 2026, by 4:00 p.m. Eastern Standard Time, submitted through the AdvantageME Vendor Self Service system, with an optional pre-bid facility tour scheduled for Friday, April 24, 2026, at 10:00 a.m. The contract will be awarded on a best value basis to the lowest-priced qualified bidder whose costs are determined fair and reasonable, with performance evaluated through quarterly service tours and documented evaluations.

This solicitation is exclusively restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, with only approved Work Centers on the certified list at the time of bid closure eligible to submit proposals. Contractors must obtain background checks for all personnel at Department expense (up to four checks initially, one per optional extension period), maintain a Certificate of Insurance with Commercial General Liability of $300,000 per occurrence and Automobile Liability of $300,000 per occurrence naming the State as an additional insured, and provide a Disaster Recovery Plan. No more than 15 percent of work may be performed by subcontractors, which must meet identical insurance and compliance requirements. The initial contract period runs from May 18, 2026, through May 31, 2027, with four optional one-year extension periods through May 31, 2031, for a potential maximum five-year term. While no specific budget range is disclosed in the solicitation documents, bidders must submit monthly pricing for routine service charges and per-occurrence pricing for specialized tasks across all contract periods, with the State conducting bi-weekly inspections during the first two months and monthly thereafter to verify compliance with established standards.
