About this opportunity
The State of Maine Department of Administrative and Financial Services is soliciting quotations for custodial services at the Bolton Hill facility in Augusta under RFQ 01A 260812-023, with bids due August 25, 2026 and a mandatory pre-bid facility walkthrough on August 19. This opportunity is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2; only Work Centers on the approved list at bid closing may submit responses, making certification eligibility the primary filter.
The scope covers custodial services for approximately 4,500 square feet, including preliminary cleaning, restroom sanitation, floor maintenance (sweeping, damp mopping, scrubbing, waxing, buffing), glass and window cleaning, dusting, fixture cleaning, waste and recycling removal, and furniture cleaning at frequencies specified in the contract documents. Work is performed one day per week on Tuesday, Wednesday, or Thursday, either before 8:00 AM or after 4:30 PM, with exact scheduling negotiated post-award. The contractor must service a minimum of 52 days per calendar year plus one additional day during leap years. The State supplies vacuum cleaners, mop buckets, paper towels, toilet tissue, trash liners, bathroom soap, and disinfectants; the contractor supplies all other equipment and materials. All cleaning materials must be OSHA-approved with Globally Harmonized System Safety Data Sheets accessible on demand.
The initial contract period runs September 1, 2026, through August 31, 2027, with four optional one-year extensions through August 31, 2031. Pricing must be submitted as a fixed monthly amount for required routine tasks per Appendix B, plus per-occurrence charges for supplemental services and an hourly rate for special projects. Bids submitted with only hourly rates will be rejected. Award is based on best-value methodology using the lowest-priced qualified Work Center if costs are deemed fair and reasonable. The contractor must maintain $300,000 per-occurrence commercial general liability and workers' compensation insurance, provide background checks for all personnel (State covers four initial checks and one per extension), and submit a disaster recovery plan. Quarterly performance evaluations may trigger contract termination with 30 days' notice for poor ratings. Subcontracting is limited to no more than 15 percent of contract work.
