About this opportunity
The Maine Department of Administrative and Financial Services (DACF) is requesting quotations for custodial services at its Augusta Bolton Hill facility, approximately 4,500 square feet, with quotations due September 22, 2026, and a mandatory pre-bid facility walk-through on September 17. This is a new contract with no incumbent.
The scope includes routine monthly cleaning tasks—vacuuming, mopping, dusting, restroom maintenance, surface disinfection, floor care, window and glass cleaning, waste and recycling removal, and light fixture maintenance—performed at daily, weekly, monthly, quarterly, semi-annual, and annual frequencies as specified. Service must occur a minimum of 52 days per calendar year, one day per week on Tuesday, Wednesday, or Thursday, either before 8:00 AM or after 4:30 PM. The contractor supplies all labor, equipment, materials, and supervision except vacuum cleaners, mop buckets, paper towels, toilet tissue, trash liners, bathroom soap, and disinfectants, which the State provides. Bidders must submit monthly pricing for required routine tasks and separate per-occurrence rates for supplemental services; bids containing only hourly rates without a monthly price component will be rejected. Contractors must also provide an hourly labor rate for work beyond the designated scope.
The initial contract term runs October 1, 2026, through September 30, 2027, with four optional one-year renewal periods extending through September 30, 2031. The bid worksheet requests pricing across the entire 60-month period including all optional extensions. Payment terms are net 30.
Contractors must maintain Certificates of Insurance (Workers' Compensation, Commercial General Liability and Automobile Liability at $300,000 per occurrence), pass background checks (State covers up to four during the initial period and one per extension; additional checks cost $50.00 deducted from invoices), wear identification badges, comply with OSHA and safety regulations, and maintain Safety Data Sheets. Contract performance is evaluated quarterly during the first three months and thereafter at specified intervals, with termination grounds if performance standards are not met within two weeks of notice.
