About this opportunity

The State of Maine Department of Administrative and Financial Services, on behalf of the Department of Agriculture, Conservation and Forestry, is requesting quotations for custodial and janitorial services at 2870 North Belfast Avenue in Augusta, with quotations due June 5, 2026 at 4:00 p.m. EST and a pre-bid facility tour on June 2 at 9:00 a.m.

The scope covers cleaning and maintenance of approximately 4,500 square feet in a public-facing facility. Services include routine daily tasks, monthly specialized cleaning, and periodic deep cleaning. The contractor will provide service one day per week (Monday or Tuesday) between 7:00 a.m. and 4:00 p.m., for a minimum of 52 days per calendar year, plus additional days for scheduled floor maintenance. Detailed cleaning standards span 26 specific services: restroom cleaning with germicidal cleaners, carpet shampooing using commercial-grade equipment, floor stripping and waxing, glass and window cleaning, and waste removal. All supplies must be OSHA-approved and non-hazardous; the contractor furnishes all equipment, including HEPA-filtered vacuums and self-contained carpet cleaning equipment. Personnel must pass background checks approved by the Department and receive safety training. Subcontractors may perform no more than 15 percent of contract work.

The contract runs July 1, 2026 through June 30, 2027, with four optional one-year renewals extending through June 30, 2031. Pricing must include a monthly rate for routine tasks and per-occurrence rates for specialized services; hourly labor rates are required for work beyond the defined scope. Submissions must use the provided Excel worksheet and include a Disaster Recovery Plan describing workforce contingencies. The contractor must provide a Certificate of Insurance naming the State as certificate holder, with minimum coverage of $300,000 commercial general liability and $300,000 automobile liability per occurrence. This is a new contract with no incumbent. Award will be made to the lowest-priced qualified bidder. Quotations must be submitted through Maine's Advantage Vendor Self Service electronic procurement system. Quarterly performance evaluations occur during the first three months, then in March, June, September, and December; contract termination with 30 days' notice may follow documented performance failures.
