About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Department of Secretary of State, Bureau of Motor Vehicles facility located at 125 Main Street, Topsham, under RFQ 18A 230419-254, with quotations due May 2, 2023 at 4:00 p.m. EST. This procurement is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2 and listed on the approved vendor list at bid closure — a hard eligibility gate.
The scope covers approximately 4,202 square feet of office space, Monday through Friday between 5:00 p.m. and midnight. Daily routine tasks include restroom cleaning, trash removal, carpet vacuuming, floor mopping, and sanitization of common touch areas using EPA-listed germicidal cleaners. Periodic services — quarterly floor buffing, twice-yearly carpet steam cleaning (minimum 180 degrees Fahrenheit), annual exterior window washing, and annual tile stripping and refinishing — are priced per occurrence. Contractors must provide all supplies and commercial-grade equipment including HEPA-filter vacuums and carpet-cleaning machines, maintain workers' compensation insurance and commercial general liability of $300,000 per occurrence, and ensure all personnel pass background checks prior to facility access. No more than 15 percent of work may be subcontracted.
The initial contract term runs June 1, 2023 through May 31, 2024, with four optional one-year extensions available through May 31, 2028. The incumbent, Jacob George deLyra, received an annual calculated amount of $19,500. Bidders submit pricing via the State of Maine's Advantage Vendor Self Service system using a completed Excel worksheet with separate line items for monthly routine tasks and per-occurrence services; bids submitting only hourly rates will be rejected. Evaluation is on a best-value basis considering price and specification conformity. A pre-bid facility walk-through is scheduled for April 26, 2023 at 8:30 a.m., with attendance strongly encouraged. Questions are due by bid closure.
