About this opportunity
The District of Columbia Office of Contracting and Procurement (OCP), acting on behalf of the District Department of Transportation (DDOT), has issued a Request for Proposals (RFP) for comprehensive curbside asset management services. The solicitation seeks firms to develop, deploy, and maintain a Curbside Management System covering approximately 20,000 parking meter spaces and over 250,000 on-street parking spaces within the District. Key services include asset installation and decommissioning, program management, maintenance and repair, revenue collection and counting, and associated support services. The contract will be awarded to the most advantageous offeror based on cost, technical merit, and compliance with solicitation requirements. The procurement timeline indicates the proposal was posted on July 31, 2020, with a submission deadline of August 31, 2020. The contract structure includes a two-year base period, followed by two optional two-year and one-year periods, potentially spanning a total of five years of performance. Proposals will be evaluated on the offeror's ability to demonstrate comprehensive compliance with all solicitation specifications.
While no specific set-aside designations or minority enterprise requirements are explicitly mentioned in the documentation, the contract will utilize a mixed pricing model incorporating lump sum, fixed unit price, and percentage of revenue line items. The procurement appears to be open to qualified firms with demonstrated capabilities in urban parking asset management and technological infrastructure development. No information is provided about incumbent vendors or existing technology platforms that might require integration. The procurement suggests a significant potential contract value given the extensive scope of parking asset management across the District of Columbia's urban landscape. Interested firms will need to prepare comprehensive proposals that showcase their technical expertise, operational capabilities, and potential revenue generation strategies for managing the District's extensive curbside parking infrastructure.
