About this opportunity
The Florida Department of Transportation (FDOT), District Six, is soliciting proposals for comprehensive cultural resource assessment surveys and National Environmental Policy Act (NEPA) compliance services for transportation projects in Miami-Dade and Monroe Counties. The procurement seeks a consultant to provide an extensive range of services including Phase I, II, and III archaeological surveys, historic structure evaluations, impact assessments, Section 106 consultation documentation, and archaeological resource excavation and mitigation. Qualified personnel must meet U.S. Secretary of the Interior Standards and demonstrate expertise in South Florida archaeology, architecture, NEPA, and Section 106 analysis. The contract will cover both FDOT and Local Agency Program (LAP) projects, with work coordinated through the District Six Cultural Resources Coordinator. Technical proposals are due on November 25, 2025, at 10:00 AM, with a public opening scheduled for December 11, 2025, at 3:00 PM and a selection meeting on December 15, 2025, at 10:00 AM. The evaluation will be based on a 100-point technical proposal system with a minimum score of 70 points required, and an additional 10 points allocated for price proposals.
The contract requires vendors to be registered in MyFloridaMarketPlace and comply with federal, state, and local regulations, including E-Verify requirements and Title VI nondiscrimination provisions. Proposers must obtain liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, plus property damage insurance of $200,000 per occurrence. The contract term will run from January 2026 through January 2031, with potential renewal options for up to three additional years. While no specific set-aside designations are mentioned, the solicitation emphasizes compliance with civil rights statutes prohibiting discrimination based on race, color, national origin, sex, disability, and age. Subcontractors and specialized consultants must receive pre-approval from the District Cultural Resources Coordinator. Although the maximum contract amount is currently listed as "TBA," the compensation will be based on hourly billing rates for various professional classifications, with work assigned through Letters of Authorization on an as-needed basis.
