About this file
This is an Exhibit C Price Proposal form submitted by consultants responding to the Florida Department of Transportation, District Six's Request for Proposal DOT-RFP-26-6199LS for cultural resource assessment surveys and NEPA compliance services in Miami-Dade and Monroe Counties. The solicitation seeks comprehensive consulting services including Phase I, II, and III archaeological surveys, historic structure evaluations, impact assessments, Section 106 consultation documentation, and archaeological resource excavation and mitigation work. The price proposal requires bidders to provide hourly billing rates for nine personnel classifications: Project Manager, Principal Investigator, Project Archaeologist, Archaeological Technician, Project Architectural Historian, Historical Technician, Draftsperson, Technical Administrator, and Clerical staff. Estimated hours for each classification are provided, ranging from 11 hours for Archaeological Technician to 6,117 hours for Principal Investigator. Technical proposals were due November 25, 2025, at 10:00 AM, with a public opening scheduled for December 11, 2025, at 3:00 PM and selection meeting on December 15, 2025, at 10:00 AM. The contract term runs from January 2026 through January 2031, with potential renewal options for up to three additional years.
Compensation is based on hourly rates multiplied by estimated quantities for each personnel classification, with all overhead, operating margins, salaries, profits, travel, administrative expenses, materials, equipment, insurance, and indirect costs included in the submitted hourly rates. The solicitation employs a 100-point technical evaluation system with a minimum score of 70 points required, plus an additional 10 points for price proposals. Proposers must obtain liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, plus property damage insurance of $200,000 per occurrence. No specific set volume of work is guaranteed as quantities are not known at the time of proposal submission. The Department reserves the right to award the contract in whole or part, and proposes no guaranteed minimums or maximums. Upon contract renewal, the same price, terms, and conditions from the original agreement will apply.
