About this opportunity

The State of Maine is requesting bids for CTIS (Central Tire Inflation System) wheel valve assemblies and components for the MMA-Limestone Facility, with bids due December 19, 2011. The procurement comprises ten line items including complete wheel valve assemblies, repair-parts kits, and individual components such as valve covers, plugs, housings, filters, bases, and adapters, with estimated purchase quantities ranging from 100 to 200 units per line item.

All items must be new and conform to applicable Military Standards with Buy American Act compliance required. Detailed engineering drawings and dimensional specifications are provided in the solicitation attachments. Prospective bidders must pass screening through the federal Excluded Parties List System prior to award and certify under Executive Order 12549 that they are not debarred, suspended, or excluded from federal covered transactions; have not been convicted of fraud or criminal offenses related to public transactions within three years; and are not currently indicted or charged for enumerated offenses.

All bid prices must be submitted as net F.O.B. destination to 125 Kansas Road, Limestone, Maine 04750, with all freight and delivery charges included and prepaid by the contractor. Prospective contractors must provide complete legal company name, DUNS, and CAGE Code information. Bidders must identify quantities available for immediate delivery and additional quantities available by January 31, 2012, and February 29, 2012, as lead time is a significant value determination factor. Samples and Certificates of Conformance may be required at bidder expense. The state reserves the right to award items individually or as a group, to increase or decrease quantities by up to 10%, and to award to multiple vendors based on actual production and supply needs. The contract period is one year with extension available at the State Purchasing Director's discretion upon contractor consent, and the state may terminate with thirty days' written notice. Awards will be made to the lowest responsible bidder offering best value, considering quality, conformity to specifications, delivery date, and overall economy; the state reserves preference for in-state bidders or Maine-manufactured commodities in tie situations.
