About this file

This document outlines general contract terms for the Maine Military Authority (MMA), a one-year contract for the purchase of CTIS Wheel Valve Assemblies to support vehicle and equipment refurbishment and maintenance operations. The contract specifies that delivery orders will be transmitted via email to the vendor's primary contact, with each order assigned a distinct order number. MMA may release multiple orders simultaneously with varying delivery dates, and shipments will only be accepted up to two weeks in advance of stated delivery dates without prior approval. Orders not delivered as scheduled are subject to modification or cancellation at MMA's discretion. The contract includes an extension clause allowing the State Purchasing Director to extend the contract period beyond the indicated expiration date with contractor consent, as well as a cancellation clause permitting termination with thirty days' written notice.

Bid prices must be submitted as net F.O.B. destination with transportation and delivery charges fully prepaid by the contractor, and prices will remain fixed throughout the contract period unless periodic price changes are agreed to in writing. The State of Maine reserves the right to pay through multiple methods, including check, electronic funds transfer (EFT), and procurement card, with the stipulation that contractors may not impose surcharges on credit or debit card purchases in accordance with Maine Revised Statutes Annotated 9-A MRSA 8-303 (2). MMA's preliminary shipment schedule represents an estimate of needs and may vary based on actual operational requirements at the time orders are placed.
