The mandatory pre-bid conference and site tour were held October 6, 2026 at San Carlos Correctional Facility; attendance required submission of Consent to Search Authorization and Registration by September 30, 2026.

The scope encompasses renovations to seven existing cells and the outdoor recreation area, including widening cell doors, reconfiguring cells for hospital bed access, installing new accessible combi units and shower facilities, creating a laundry room with storage, and installing laundry equipment (owner-supplied Dexter T450 washer and dryer units). Work includes demolition of existing detention doors, steel beds, desks, shelving, mirrors, and fixtures; installation of new detention doors with electromechanical locks, free-standing steel bed frames, security-grade combi units, grab bars, ADA shower units, and trench-style floor drains; and epoxy paint finishes throughout. Detention glazing must meet FS-DD-G-451 standards with 50-mil polyvinyl butyral interlayers. The detention equipment contractor must be selected from an approved list: CML Security, Cornerstone, Sustainable Security Solutions, or Southern Folger Contracting, each demonstrating minimum fifteen years of comparable project experience.

The estimated project cost is $790,000 with completion required by April 15, 2027. Colorado labor must perform at least 80 percent of the work, with preference given to Colorado resident bidders. Bidders must demonstrate no prior state termination for non-performance, operation under the same business name for two years, contracting experience on at least two projects exceeding $750,000 in hard costs, and bonding capability up to $750,000. Bid bond and power of attorney or proposal guaranty of not less than 5 percent of the total bid are required; payment and performance bonds of not less than 50 percent of contract value are mandated.
