About this opportunity

The Colorado Department of Corrections seeks a roofing contractor through a Documented Quote solicitation (DQ1 2017001501) to perform roof repair work at the Buena Vista Correctional Complex (BVCC) located in Chaffee County. The project involves repairs to existing Derbigum and multiple-ply built-up roofs on three buildings: the Vocational, Tinsley, and Tanksley Buildings. The base bid scope encompasses the Vocational Building and requires contractors to repair membrane defects (cuts, punctures, blisters, splits, holes), address fastener issues, repair delaminated laps, correct flashing defects, repair metal details, clean drainage systems, and power wash and coat the entire roof with approved coating products (Henry 555 Premium Aluminum Roof Coating or equal). Two additive alternates are available for the Tinsley and Tanksley Buildings with similar repair requirements, excluding full roof coating. All work must be staged to minimize disruption to the occupied detention facility and must include field verification, temporary weather protection, repairs to roof membranes and flashing, and replacement of wet or damaged insulation at roof drains. Prospective bidders must attend a non-mandatory site visit on May 23, 2017 at 10:00 AM at 15125 Highway 24 & 285, Buena Vista, Colorado 81211, with advance registration required by 2:00 PM on May 22, 2017. Bid responses are due by May 25, 2017 at 4:00 PM MDT via email to Lee Norgaard (lee.norgaard@state.co.us). Minimum qualifications include experience performing roofing systems in institutional and/or secure facilities, a Colorado-based primary or branch office continuously for the past five years, and a minimum of three similar projects exceeding $95,000 in construction cost within the last five years. The contractor must achieve substantial completion within twenty calendar days or less from the Notice to Proceed, with final completion required within an additional thirty calendar days. Bidders must submit a written letter of interest with company information, a completed Bid Form, a Bid Bond in an amount not less than five percent of the total bid, and proof of compliance with all requirements.

The procurement includes Colorado-specific set-asides and restrictions on bidder eligibility. Not less than eighty percent of labor employed must consist of Colorado labor per C.R.S. 8-17-101, with written justification required if this threshold cannot be met. Bidders must disclose whether they are Service-Disabled Veteran-Owned Small Business (SDVOSB) entities and provide verification through the Center for Veteran Enterprise if applicable. All contractors must comply with strict detention facility statutes, rules, regulations, and protocols, including security procedures, identification requirements, and contraband prevention measures outlined in the Consent to Search Authorization form. The contractor is responsible for coordinating and managing all temporary utilities, including electricity, gas, and water connections and supplemental equipment, though the owner may provide limited electrical power and water service if operations are not disrupted. The estimated construction cost is $95,000.00, with the award to be made to the low responsible bidder whose proposal represents the best value. The contract is subject to Colorado state procurement regulations, and the contractor must execute a Performance Bond, a Labor and Material Payment Bond, provide insurance certificates (including commercial general liability with limits of $2,000,000 general aggregate and $1,000,000 per occurrence, workers' compensation insurance, automobile liability insurance, and builder's risk insurance), and submit a Certification and Affidavit Regarding Unauthorized Immigrants prior to commencing work.
