About this file

This is a Supplemental General Conditions document issued by the Colorado Department of Corrections for the Buena Vista Correctional Complex (BVCC) Roof Repairs project, identified as Project No. MC1612 and Contract No. CTF100687. The work involves roof repairs at the detention facility, requiring the contractor to submit roofing materials, technical data sheets, and other submittals within five calendar days of contract award. The contractor must also provide a detailed Schedule of Values broken down by labor expenses with benefits and materials including travel, shipping, small tools, and applicable taxes, along with a construction schedule detailing mobilizations, phased roofing work, and inspections. The project requires strict compliance with all detention facility statutes, rules, regulations, and protocols, including pre-construction meetings, security procedures, identification requirements, and contraband prevention measures.

The contractor bears full responsibility for coordinating and managing all temporary utilities including electricity, gas, and water connections, delivery, and supplemental equipment such as portable generators or heaters, though the owner may provide limited electrical power and water service if operations are not disrupted. The contractor is not responsible for providing office facilities, temporary heat, benchmarks, or signage. The fixed limit of construction cost encompasses all work elements including the contractor's fee, bonds, overhead, profit, and general condition expenses, with any cost increases subject to formal change order procedures. Substantial completion is held to a heightened standard due to the facility's public-facing nature and security requirements, necessitating comprehensive lists of remaining items to be completed or corrected prior to final payment and the establishment of a Notice of Substantial Completion date.
