About this opportunity
Columbus State University, on behalf of the Board of Regents of the University System of Georgia, is requesting qualifications for program management services for the One Arsenal Place Renovation (Project J-465) in Columbus, Georgia, with statements of qualifications due June 30, 2026. The two-step selection process culminates in finalist interviews on July 23, 2026, preceded by a mandatory pre-proposal site visit on July 14, 2026.
The scope involves comprehensive program management for renovation of a 67,000-square-foot historic masonry building (circa 1850) across three phases: Predesign (Phase I), Design & Preconstruction (Phase II), and Construction (Phase III). The three-story structure houses academic spaces, administrative offices, classrooms, laboratories, and a United States Bankruptcy Court office. Work includes assessment of existing conditions, infrastructure improvements, ADA compliance upgrades, floor plan reconfiguration, interior finishes, and courtyard upgrades. The delivery method is Construction Management at-Risk with sustainable design principles and Georgia Peach certification with commissioning.
The total project budget is estimated at $18.9 million with a preliminary stated cost limitation of $13.5 million for construction. The Program Management Base Fee is approximately $245,000 for Phases I and II, with additional compensation negotiated for subsequent phases through construction completion. Design services are anticipated to commence Fall 2026 with construction documents completed Winter 2027, contingent on funding availability.
Minimum qualifications require Georgia licensure, no debarment or suspension from federal or state contracting, and no termination for cause on previous contracts. Evaluation of qualification submissions weights firm stability at 25 percent, relevant project experience and qualifications at 45 percent, and apparent suitability for the project type at 30 percent. Final selection evaluates finalists on project management team qualifications and experience (50 percent), project management plan and methodology (25 percent), and team communications and project solutions (25 percent).
Proposers must submit professional liability insurance certification and declare minority business status (MBE or WBE). All contractors must comply with Georgia's E-Verify federal work authorization requirements and complete a disclosure statement addressing conflicts of interest and business transactions with the Board of Regents. Fee proposals from the highest-ranked finalist only will be opened following interviews as a starting point for negotiation. Finalist notifications are expected between June 30 and July 8, 2026.
