About this opportunity

The Colorado Department of Public Safety, Colorado State Patrol (CSP) Ports of Entry is soliciting qualified independent contractors to provide comprehensive maintenance and repair services for electronic traffic systems equipment across 17 CSP POE facilities spanning 10 districts throughout Colorado, affecting Denver County and Denver City jurisdictions. The procurement encompasses annual preventive maintenance, routine/preventive maintenance, and non-emergency/emergency repair services for Variable Message Signs (VMS), Video Detection Systems (VDS), Closed Circuit TV (CCTV), Weigh-In-Motion Scales (WIMS), remote open-close traffic signals, and related traffic management equipment. Contractors must submit separate hourly rates for four service categories: annual service reviews, scheduled preventive/recommended maintenance, non-emergency repair response, and emergency repair response, with pricing remaining fixed throughout the initial award term and emergency rates differentiated for regular business hours versus non-regular weekday and weekend hours. Required qualifications include professional training and experience with IBM Informix database systems, VMS equipment, Skyline Traffic Management Communications Products, and knowledge of CSP POE business systems integration, along with Commercial General Liability Insurance (minimum $1,000,000 per occurrence) and Automobile Liability Insurance ($1,000,000 combined single limit). Contractors must respond to non-emergency requests within 48 hours and emergency requests within two hours, with on-site emergency response within 48 hours, and all work must comply with Original Equipment Manufacturer specifications and include a one-year warranty against defects. The initial award period runs from July 1, 2016, through June 30, 2017, with two optional one-year renewal periods at CSP's sole discretion, and bids are due Friday, July 15, 2016, at 2:00 PM Mountain Time via email to the CSP Procurement Office.

Service-Disabled Veteran Owned Small Businesses certified by the US Department of Veterans Affairs may receive up to a 5% bid preference on their bids. Vendors may bid on four regional service areas—Northeast (Ft. Collins, Ft. Morgan, Platteville), Central (Dumont, Limon, Monument), Southwest (Loma, Cortez), and Southeast (Lamar, Trinidad)—or on individual Port of Entry locations as an alternative approach. The existing infrastructure includes equipment manufactured by Skyline Products/Industries, Iteris, Hikvision, Tatung, Magnavox, Bosch, National Sign and Signal, Acer, and Ever Secure, with facilities operating VMS boards, keypads, CCTV cameras and monitors, open/close control systems, and associated hardware across nine Port of Entry locations detailed in Exhibit B. All pricing must be all-inclusive of freight, shipping, administrative support, supplies, office supplies, pagers, cell phones, parking, meals, lodging, mileage, travel expenses, training, after-hours and weekend service, insurance, subcontractor costs, overhead, profit, and all necessary hardware and software, with the contractor bearing sole responsibility for any unlisted costs and providing transportation for labor, tools, and equipment at no expense to CSP. No guarantees are provided regarding work frequency or total expenditure during the award period, and no incumbent vendor information or specific budget values are disclosed in the solicitation documents.
