About this opportunity
Harris Health System, in conjunction with Harris County, Texas, is issuing a Competitive Sealed Proposal (CSP) for grease waste infrastructure replacement services at Ben Taub Hospital in Houston. The project encompasses furnishing all personnel, labor, materials, equipment, and incidentals necessary to replace underground sanitary sewer, water, and storm drainage infrastructure, including grease waste and vent piping, manhole construction, and precast concrete grease interceptor installation with dual compartments. Key deliverables include excavation and backfill operations with trenching and shoring in compliance with OSHA standards, pipe installation using PVC, ductile iron, reinforced concrete, and vitrified clay materials, hydrostatic and air testing of all piping systems with maximum allowable leakage of 50 gallons per inch of nominal pipe size per mile during 24-hour testing periods, and erosion and sedimentation control measures including silt fencing and hydromulch seeding. The contractor must obtain all construction permits, manage existing utility relocations, conduct pre-excavation site surveys and photography, and comply with prevailing wage requirements under Texas Government Code Section 2258, including certified weekly payroll submissions. A mandatory pre-proposal conference and site visit is scheduled for April 20, 2026, at 11:00 a.m. CST at Ben Taub Hospital (1504 Taub Loop, Houston, TX 77030), with vendor attendance required for proposal eligibility. The deadline for submitting written questions is April 24, 2026, with responses posted by May 1, 2026, and proposals are due no later than May 11, 2026, at 2:00 p.m. CDT. Board of Trustees approval is anticipated for July 8, 2026, and the project must be substantially completed within 180 calendar days from issuance of the Notice to Proceed. Evaluation criteria are weighted as follows: pricing at 50 percent, qualifications, safety, and past performance at 30 percent, and technical approach and methodology at 20 percent.
The procurement includes a 30 percent Minority/Woman-owned Business Enterprise (MWBE) utilization goal, with bidders required to submit a completed M/WBE Utilization Plan demonstrating achievement of this goal or documented good faith efforts to meet it prior to bid submission; failure to provide this plan will result in rejection as non-responsive. Resident bidders as defined under Texas Government Code Section 2252.001 may receive preference consideration. All bidders must submit a bid bond or cashier's check equal to 5 percent of the total bid amount, performance and payment bonds equal to the full contract amount within ten days of award, and proof of workers' compensation insurance coverage meeting Texas statutory requirements prior to contract award. Additional mandatory requirements include compliance with Harris Health System's Facilities Engineering Policies and Procedures, including security protocols, infection control measures, OSHA and Texas Medical Center Architectural Standards, and mandatory contractor orientation training; compliance with all prevailing wage requirements with weekly certified payroll submissions subject to Harris County Contract Compliance Officer verification; and submission of tax residence certifications and debarment certifications. Insurance requirements include commercial general liability coverage of $2 million, workers' compensation insurance, automobile liability of $1 million combined single limit, and umbrella/excess liability of $1 million, with Harris Health System named as additional insured. The estimated budget for this project is $948,500, and Harris Health anticipates awarding to a single vendor, though it reserves the right to award to multiple vendors if in its best interest. Payment terms are Net 30 days from invoice approval by Harris Health, with a five percent retainage withheld from each progress payment and final payment due upon submission of all required documentation including final lien releases, payroll records, and warranties.
