About this opportunity
County Service Area (CSA) 20, administered by the San Bernardino County Department of Public Works-Special Districts, is soliciting sealed bids from California licensed contractors for comprehensive park improvements at Sunburst Park and Community Park located at 6171 Sunburst Street, Joshua Tree, California. This design-build procurement requires the successful contractor to provide all labor, materials, equipment, and supervision to complete demolition, site preparation, construction of three inclusive playground structures (preschool and 5-12 age groups), a Ninja Course with shade structures and safety surfacing, hardscape and concrete flatwork, irrigation systems, landscaping with drought-tolerant native plantings, fencing, rehabilitation of existing features, and design and construction of a 10,000 square-foot asphalt concrete pump track by a qualified designer. All work must meet ADA accessibility standards and comply with 2022 California Building Code requirements. The contract duration is 180 calendar days from the Notice to Proceed, with liquidated damages assessed at $2,500 per calendar day for delays beyond the deadline. Mandatory pre-bid meetings are scheduled for May 7, 2026 and May 14, 2026 at 10:00 A.M. at the project site; bids are due June 12, 2026 at 10:00 A.M., with bid opening occurring at the San Bernardino County Department of Public Works office. Technical questions must be submitted in writing by May 28, 2026 at 3:00 P.M. to Project Manager John Hernandez at (909) 386-8847 or john.hernandez@dpw.sbcounty.gov. Qualified bidders must hold a valid California Class A or Class B contractor license, demonstrate completion of at least three similar projects within the prior five years, register with the California Department of Industrial Relations and the ePro system, and attend one of the mandatory pre-bid meetings. Bids must be valid for 60 days following the bid opening, and the successful bidder must provide performance and payment bonds each equal to 100 percent of the contract sum, along with a bid bond or certified check equal to 10 percent of the total base bid.
All contractors and subcontractors must maintain current California contractor licenses and comply with prevailing wage requirements established by the California Department of Industrial Relations, including apprenticeship ratios of one apprentice hour per five journeyman hours for apprenticeable trades. The project is subject to California prevailing wage determinations with certified payroll submission requirements and associated penalties for non-compliance ranging from $25 to $200 per worker per day. Contractors must also comply with California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets regulations and submit certificates of compliance. The contract includes comprehensive indemnification and insurance requirements with all policies naming San Bernardino County and the District as additional insureds. The project incorporates six optional bid additives including ballfield improvements, tennis court repairs and repainting, solar lighting, concrete seating walls, drinking fountains, and enhancements to the bicycle pump track, allowing the District flexibility in final project scope based on available funding. No specific budget or award value range is stated in the procurement documents; however, the project's comprehensive scope of work spanning 15.6 acres with specialized components such as the pump track, three playground structures, and extensive irrigation and landscaping improvements indicates a substantial capital project. A geotechnical investigation report is included in the contract documents to inform design and construction standards.
