About this file
This is a Technical Specifications document for park improvements at Sunburst Park and Community Park in Joshua Tree, California, prepared by Albert A. Webb Associates for the San Bernardino County Department of Public Works - Special Districts on behalf of County Service Area 20. The project encompasses comprehensive park enhancements including demolition, site preparation, playground installation with a Ninja Course, shade structures, safety surfacing, hardscape elements, irrigation systems, landscaping, fencing, and rehabilitation of existing features, along with design and construction of a 10,000 square-foot ADA-compliant asphalt pump track. The specifications detail submittal procedures requiring contractors to submit all action and informational submittals electronically as PDF files to the Landscape Architect within 15 days for initial review, with provisions for resubmittals and coordination reviews. Key technical sections address temporary tree and plant protection using certified arborists with minimum ten years' experience, installation of playground grass resilient surfacing systems (Playground Grass Academy or approved equal) meeting ASTM standards for impact attenuation and flammability, and bioretention soil preparation with specific composition requirements of 30 percent planting soil, 20 percent shredded hardwood mulch, and 50 percent sand.
The specifications establish strict quality assurance requirements including material testing and certification from independent laboratories, warranty provisions for the artificial grass surfacing covering fifteen years against wear and deterioration (excluding vandalism and force majeure), and maintenance procedures to be provided by the installer. Contractors must demonstrate qualification through a list of ten completed playground surfacing projects within the prior five years and provide product samples, impact attenuation test results at three temperature points (32°, 72°, and 120° Fahrenheit), permeability documentation exceeding 31 inches per hour, and flammability test results. The bioretention soil preparation requires testing and certification with minimum submittal of samples 45 days prior to construction start, and all materials must be stored and handled to prevent weather damage. Protection zones around existing vegetation to be retained are mandatory, with violations including storage of materials, parking, excavation, and attachment of signs strictly prohibited within these areas.
