About this opportunity

The California Department of Developmental Services (DDS) has issued Invitation for Bid (IFB) CS259002 for Clinical Staffing Services in Riverside County, seeking a strategic staffing partner to provide contingent licensed and certified clinical staffing. The contract will run from July 1, 2025, through June 30, 2027, with a potential one-year renewal option. The primary objective is to fill temporary vacancies, substitute for employees on leave, and provide services when civil service staffing is insufficient, specifically targeting Psychiatric Technicians and Psychiatric Technician Assistants/CNAs at the Canyon Springs Community Facility in Cathedral City. The procurement requires contractors to recruit, submit, and staff qualified candidates who meet comprehensive background check and employment screening requirements, including strict guidelines about criminal history and professional conduct. Bid submissions are due by April 16, 2025, at 10:00 AM PST, with a notice of award planned for April 25, 2025. The state estimates a need for 5 staff members in each classification, working approximately 176 hours per month over the 24-month contract period.

The IFB does not include a Disabled Veteran Business Enterprise (DVBE) Participation Program requirement, and there are no explicit set-aside designations for specific types of organizations. Bidders must comply with comprehensive documentation requirements, including civil rights certifications and compliance with California laws and regulations. The contract includes detailed compensation structures with all-inclusive rates covering recruitment, travel, lodging, and meal reimbursements, with provisions for overtime, holiday premium pay, and additional compensation for specific roles like Charge Nurse. While specific budget ranges are not explicitly stated, the contract allows for staffing across various shift configurations (8, 10, or 12-hour shifts) with guaranteed hours between 36-40 hours per week. Contractors must provide comprehensive candidate documentation, ensure 24/7 staffing capabilities, and comply with specific state requirements, including provisions related to Russia sanctions and information security protocols. The state reserves the right to adjust funding or cancel the agreement if budget appropriations are insufficient.
