About this file
This is an Invitation for Bid (IFB) CS259002 issued by the California Department of Developmental Services (DDS) for Clinical Staffing Services. The contract is for providing contingent licensed and certified clinical staffing to fill temporary vacancies, substitute for DDS employees on leave, and provide services when appropriate staffing levels cannot be maintained with civil service staff. The contract term is from July 1, 2025, through June 30, 2027, with an option for the state to renew for one additional year at the original rates. Key dates include a bid submission deadline of April 16, 2025, at 10:00 AM PST, with a notice of intent to award planned for April 25, 2025. The contract requires staffing for two primary classifications: Psychiatric Technicians and Psychiatric Technician Assistants/CNAs, with an estimated need of 5 staff members in each classification working 176 hours per month over 24 months.
The bidding process requires comprehensive documentation, including references, civil rights certifications, and compliance with various state regulations. The state has waived the Disabled Veteran Business Enterprise (DVBE) Participation Program requirement for this contract. Bidders must comply with specific requirements, including maintaining comprehensive documentation for candidates, ensuring compliance with California laws and regulations, and providing staffing 24 hours per day, 7 days per week. The cost proposal is structured as a per-hour rate for each staff classification, with the total bid amount calculated based on the estimated staffing needs. Notably, the IFB includes specific provisions related to Russia sanctions (Executive Order N-6-22) and requires bidders to certify they are not subject to economic sanctions.
