About this opportunity
The Canaveral Port Authority is seeking professional engineering firms to provide comprehensive waterside improvements design and permitting services for Cruise Terminal 10 (CT10) in Cape Canaveral, Florida. The project involves professional design services for critical marine infrastructure enhancements, including the addition of 200 MT mooring bollards, construction of a new toe wall and bulkhead to deepen the berth pocket, pier infill, and scour protection. Proposal Qualification Packets will be available starting August 15, 2025, with submissions due by September 18, 2025, at 2:00 PM EDT. Firms must have at least 10 years of experience in port marine environments and demonstrate expertise in scour protection, underwater inspections, cruise port berth design, and marine structure corrosion protection. The selection process will include a committee meeting on October 1, 2025, to review and rank proposals, potential oral interviews on October 9, 2025, and a final ranking presentation to the CPA Board of Commissioners on October 22, 2025. Evaluation criteria will focus on similar experience (40 points), organizational structure and personnel (30 points), regional and regulatory knowledge (15 points), and references (15 points).
The procurement requires firms to have an office within 200 miles of Port Canaveral and will prioritize disadvantaged business enterprise participation in accordance with established guidelines. The contract will be structured as a task-based agreement with a one-year term, automatically renewable, with professional services commencing in January 2026 and design milestones including 30% project documents by March 2026, 60% by June 2026, and 90% by August 2026. The final tender documents are expected to be completed by September 2026, with construction solicitation and contract award anticipated in September-October 2026. Compensation will be based on the consultant's hourly rate schedule, with potential cost-of-living adjustments. The project involves designing improvements for accommodating large cruise ships, including Royal Caribbean's Oasis of the Seas, Icon of the Seas, and MSC's World Class, with a total rough order of magnitude estimate for marine improvements at approximately $14,429,000. The selected firm will be required to maintain comprehensive insurance, including commercial general liability (minimum $1M per occurrence) and professional liability ($5M per claim), and must comply with equal employment opportunity regulations.
