About this file

This is a Selection Committee Evaluation and Ranking Selections document for the Canaveral Port Authority's Cruise Terminal 10 Waterside Improvements Design and Permitting Services procurement. The Canaveral Port Authority is seeking professional engineering firms to provide comprehensive waterside improvements design and permitting services for Cruise Terminal 10 (CT10) in Cape Canaveral, Florida. The project scope includes professional design services for marine infrastructure enhancements such as the addition of 200 MT mooring bollards, construction of a new toe wall and bulkhead to deepen the berth pocket, pier infill, and scour protection. Proposal Qualification Packets became available on August 15, 2025, with submissions due by September 18, 2025, at 2:00 PM EDT. The selection process included a committee meeting on October 1, 2025, to review and rank proposals, with potential oral interviews scheduled for October 9, 2025, and a final ranking presentation to the CPA Board of Commissioners on October 22, 2025. The contract will be structured as a task-based agreement with a one-year term, automatically renewable, with professional services commencing in January 2026 and design milestones established for 30%, 60%, and 90% project documents by March, June, and August 2026, respectively, with final tender documents expected by September 2026.

Evaluation criteria weighted the selection on similar experience (40 points), organizational structure and personnel (30 points), regional and regulatory knowledge (15 points), and references (15 points). Qualifying firms must have at least 10 years of experience in port marine environments, maintain an office within 200 miles of Port Canaveral, and demonstrate expertise in scour protection, underwater inspections, cruise port berth design, and marine structure corrosion protection. Compensation will be based on the consultant's hourly rate schedule with potential cost-living adjustments. The project involves designing improvements for accommodating large cruise ships including Royal Caribbean's Oasis of the Seas and Icon of the Seas, with a total rough order of magnitude estimate for marine improvements at approximately $14,429,000. The selected firm must maintain comprehensive insurance coverage including commercial general liability (minimum $1M per occurrence) and professional liability ($5M per claim), and must comply with equal employment opportunity regulations and disadvantaged business enterprise participation guidelines.
