About this file
This document is a Selection Committee Evaluation and Ranking Selections file for the Canaveral Port Authority's Cruise Terminal 10 Waterside Improvements Design and Permitting Services procurement. The Canaveral Port Authority is soliciting professional engineering firms to provide comprehensive waterside improvements design and permitting services for Cruise Terminal 10 in Cape Canaveral, Florida. The project scope includes design services for marine infrastructure enhancements such as the addition of 200 MT mooring bollards, construction of a new toe wall and bulkhead to deepen the berth pocket, pier infill, and scour protection. Proposal Qualification Packets became available on August 15, 2025, with submissions due by September 18, 2025, at 2:00 PM EDT. The selection process includes a committee meeting scheduled for October 1, 2025, to review and rank proposals, potential oral interviews on October 9, 2025, and a final ranking presentation to the CPA Board of Commissioners on October 22, 2025. The contract is structured as a task-based agreement with a one-year initial term that automatically renews, with professional services commencing in January 2026 and design milestones at 30 percent project documents by March 2026, 60 percent by June 2026, and 90 percent by August 2026, with final tender documents expected by September 2026.
Evaluation criteria allocate 40 points for similar experience, 30 points for organizational structure and personnel, 15 points for regional and regulatory knowledge, and 15 points for references. Firms must have at least 10 years of experience in port marine environments and demonstrate expertise in scour protection, underwater inspections, cruise port berth design, and marine structure corrosion protection. Applicants are required to maintain an office within 200 miles of Port Canaveral and must carry commercial general liability insurance of minimum $1 million per occurrence and professional liability insurance of $5 million per claim. Compensation will be based on the consultant's hourly rate schedule with potential cost-of-living adjustments. The project involves designing improvements to accommodate large cruise ships including Royal Caribbean's Oasis of the Seas and Icon of the Seas and MSC's World Class, with a total rough order of magnitude estimate for marine improvements of approximately $14,429,000. The procurement prioritizes disadvantaged business enterprise participation in accordance with established guidelines, and the selected firm must comply with equal employment opportunity regulations.
