About this opportunity
The City of Green Bay, Wisconsin Police Department is seeking proposals for a comprehensive Crossing Guard Service contract through RFP 2025-04. The procurement involves outsourcing the entire Crossing Guard Program, which encompasses recruitment, pre-employment screening, training, coordination, and management of guards serving 16 schools across the city. The program currently requires 29 full-time guards and 6-8 part-time relief guards positioned at 32 crossing locations. Vendors must have a minimum of 3 years of experience providing school crossing guard services and will be responsible for supplying all necessary equipment, including reflective vests, handheld stop signs, whistles, and rain gear. Proposal evaluations will be conducted on a 100-point scale, with points allocated across firm qualifications (20 points), training/implementation (20 points), reports/invoicing (10 points), references (20 points), and cost proposal (30 points). Key dates include a February 25, 2025 deadline for questions, February 28, 2025 for potential addenda, and a March 20, 2025 proposal submission deadline at 2:00 PM, with a virtual Zoom proposal opening.
The contract will have an initial three-year term with an option for one additional two-year extension, anticipated to commence no later than June 30, 2025. The current annual budget for the program is approximately $500,000, with guards currently compensated at $20.00 per hour. Vendors must provide substantial insurance coverage, including $1 million in general liability, $1 million in auto liability, and workers' compensation insurance. While no specific set-aside designations for disadvantaged enterprises are mentioned, the RFP does not appear to restrict participation based on business size or type. The procurement does not indicate an incumbent vendor or specify existing technological infrastructure requirements for integration. Prospective vendors should be prepared to demonstrate comprehensive program management capabilities, including staff recruitment, training protocols, and ongoing administrative oversight of the crossing guard services across Green Bay's school locations.
