About this opportunity
Pinellas County is seeking professional engineering services for the Cross Bayou Estates Drainage Improvements project, specifically the Extension of 82nd Avenue N. Outfall (Phase I), through a Request for Qualifications (RFQ) issued under the Consultants' Competitive Negotiation Act (CCNA). The project aims to improve the stormwater conveyance system in the Robin Road, Quail Road, and Pelican Lane areas, addressing drainage concerns near Jacaranda Avenue, Hollyhock Avenue, and Pelican Avenue. The selected consulting firm will develop comprehensive design plans at 30%, 60%, 90%, and 100% completion stages, including hydrologic and hydraulic modeling, environmental services, utility coordination, and public engagement. Deliverables will include detailed design reports, permit applications, field investigation reports, and post-design support. The evaluation process will utilize a 1,000-point scoring system, with points allocated for firm capabilities (425 points), project experience and approach (375 points), and additional factors like workload and business enterprise status. Written questions are due by July 11, 2025, with all submittals required by July 24, 2025. The contract period is set for 780 consecutive calendar days, with design work scheduled to start in October 2025 and complete by July 2027.
The procurement allows for additional points for Pinellas County certified Small Business Enterprise (SBE) firms or those utilizing SBE sub-consultants, creating opportunities for disadvantaged business participation. The project requires specific expertise in channel stabilization, roadway drainage, stormwater engineering, plans preparation, environmental services, and public outreach. Insurance requirements are comprehensive, mandating coverage types including professional liability, pollution legal liability, and workers' compensation, with specific minimum limits from insurers authorized to do business in Florida. The project is funded through the Penny for Pinellas capital funding source, with a total budget of $1,500,000.00. While no incumbent vendor is explicitly mentioned, the project builds upon previous improvements completed by AECOM in the Starkey Road area. The county will provide supporting documents including a topographic survey, GIS shapefiles, a preliminary engineering report, and a geotechnical report to the selected firm. The contract will be executed on a lump sum basis for most tasks, with optional services to be billed on a time and materials basis.
