This document is a Request for Proposal (RFP) from Pinellas County Public Works Department for professional engineering services related to the Cross Bayou Estates Drainage Improvements project. The county is seeking qualified consulting firms to develop plans and specifications for improving the stormwater conveyance system in the Robin Road, Quail Road, and Pelican Lane areas, with a focus on enhancing drainage along 82nd Avenue North and the outfall into Lake Seminole Bypass Canal. The project will involve comprehensive design work including 30%, 60%, 90%, and 100% design plans and specifications, with a contract term of 730 days starting in October 2025. The anticipated contract award date is October 1, 2025, with design work scheduled to begin in October 2025 and complete by July 2027.

The project is funded through the Penny for Pinellas capital funding source and has a total budget of $1,500,000.00. The evaluation process will use a comprehensive scoring system considering firm qualifications, project experience, workload capacity, minority business status, and local business enterprise participation. Potential vendors will be evaluated across several criteria including ability and qualifications of the firm and project team (425 points), firm experience and project approach (375 points), and additional factors like previous county contract volume, minority business status, and geographic location. The selection will follow the Consultants' Competitive Negotiation Act (CCNA) guidelines, with an emphasis on quality of personnel, past performance, and ability to meet time and budget requirements.
