About this opportunity

The Texas Department of Public Safety is requesting bids for crime lab software maintenance and support services for two Oxford computers used in the Crime Laboratory's Trace Evidence Section, with bids due July 29, 2026 at 5:00 p.m. Central Time. The contract requires compliance with FBI Criminal Justice Information Services (CJIS) Security Policy and certification, a decision-flipping technical and security gate.

The scope covers five-year software service support, maintenance, and license agreements for AZtecLive Std with Feature/GSR/Ultimate Max 100 and Inca Energy/Ultimate Max 100 systems. Deliverables include 24/7 web-based support with searchable knowledge bases, scheduled and unscheduled software updates, preventive and remedial hardware maintenance with ten business days' advance notice, daily data backups across all 365 days, and comprehensive training for DPS technical staff. The contractor must maintain 99% monthly uptime with response times between 0.3 and eight seconds, provide documented Business Continuity and Disaster Recovery Plans tested annually, and complete a 30-day post-deployment stabilization period with zero Blocker defects, zero Critical defects, and no more than ten Major defects. All work product, data, and deliverables become exclusive property of the State of Texas. All systems must integrate with DPS infrastructure using open APIs and non-proprietary formats. AI governance requirements mandate contractor submission of all AI models and algorithms for DPS review prior to deployment, with AI-driven decisions in criminal investigations requiring human oversight and confidence scoring; the contractor bears full liability for AI-driven errors.

The contract term is five years beginning September 1, 2026, with a DPS option to extend for an additional six months. Delivery is to DPS Crime Lab Headquarters, 5800 Guadalupe, Austin, Texas 78752. Bidders must submit audited financial statements for the last two years or alternative evidence of financial stability. A HUB Subcontracting Plan demonstrating good faith efforts to recruit Veteran Heroes United in Business (VetHUB)-certified subcontractors is required. Bids remain valid for 180 days. The anticipated contract award date is August 1, 2026. Contract administration contact is John Peyton, CTCD Contract Administrator, (512) 424-0240 or john.peyton@dps.texas.gov; contract monitor is Amanda Sandlin. Submissions are accepted via email to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room.
