About this file
This is a vendor information document for the Texas Department of Public Safety (DPS) Online Bid Room, detailing submission procedures for solicitation responses related to Crime Lab Software Maintenance and Support. The document outlines the optional electronic submission process through the DPS Online Bid Room portal, emphasizing that vendors may submit responses through this system or by alternative methods specified in the solicitation package. Vendors must carefully review the complete solicitation package, including all exhibits, before submitting responses in the form and manner prescribed. The document stresses that responses must be submitted by the response due date and time identified in the solicitation package, with late submissions not accepted. All submissions are subject to the terms, conditions, affirmations, and requirements outlined in the solicitation package, and the designated DPS point of contact must address any questions regarding the solicitation.
The document provides detailed instructions for accessing the DPS Online Bid Room through a two-step registration process. Potential vendors must first register at the specified portal to obtain login credentials, which may take up to two business days to receive. Vendors are advised to allow sufficient time for the registration process to ensure timely bid submission. The document includes links to vendor resources, including a vendor user guide, frequently asked questions, tutorial video, and customer support contact information to assist vendors in navigating the system. Importantly, the document clarifies that technical difficulties with the optional Online Bid Room system do not constitute grounds for protesting a contract award, and that electronic submissions receiving system confirmation require no additional receipt confirmation.
