About this opportunity
The Colorado River Commission of Nevada is procuring one fully equipped prefabricated metal Control Enclosure for the Monthill Substation (a 69kV to 12kV electrical substation serving the Southern Nevada Water Authority) through a competitive sealed bid process with a submission deadline of April 27, 2026. The control enclosure must include AC and DC power panelboards, relay panels, SCADA/communications panels, 125V DC battery systems (minimum 200 amp-hours), HVAC climate control systems, fire detection equipment, and all supporting materials and equipment as specified in the technical documentation. The enclosure must be fabricated as a NEMA 3R structure, factory-assembled and tested according to NETA-ATS guidelines by NETA Level III certified personnel, and delivered F.O.B. to 4095 E. Flamingo, Las Vegas, Nevada 89121 no later than February 1, 2028, with final acceptance anticipated by October 1, 2028. The supplier must submit compliance submittals within 45 days of notice to proceed and maintenance/installation instructions within 60 days, and must notify the point of contact (Joseph Stubitz) at least one week in advance of delivery. The enclosure must integrate with specified relay protection systems (SEL-387E, SEL-352-1, SEL-351S models), communications infrastructure including managed Ethernet switches and real-time automation controllers, dual transformer differential protection systems, and metering integration with NV Energy systems as detailed in the comprehensive electrical schematic drawings and technical specifications. Bidders will be evaluated based on Colorado River Commission of Nevada established procedures for purchasing electrical materials, with no formal bidders' conference or site visit specified; bids remain subject to acceptance for 60 days after the due date, and the selected bidder must execute the contract within 15 days of notice of award. The successful contractor must hold ISO 9001 and ISO 14001 certifications, demonstrate a minimum of five years of satisfactory product use in similar service, and provide a factory-authorized service representative to assist with final placement, installation, reassembly, anchorage, and field commissioning.
The bid documents do not indicate any set-aside designations or restrictions on the types of organizations that may respond to this procurement. No incumbent vendors or current contractors are identified in the solicitation materials. Pricing must be submitted on a firm unit price basis with no escalation or adjustment factors accepted; all unit prices must include labor, equipment, tools, vehicles, materials, supplies, permits, markups, supervision, and all related costs including inspections, tests, approvals, and transportation insurance. The successful bidder must post a performance bond equal to the contract price (bid security is not required), maintain Commercial General Liability insurance of at least $2,000,000 aggregate, Automobile Liability insurance of at least $1,000,000, and Workers' Compensation coverage. Payment will be structured as 90 percent of the equipment value within 30 days of shipment upon submission of an itemized invoice, with the final 10 percent payment due within 30 days of receipt of an itemized invoice following completion and final acceptance by CRCNV upon successful energization of the substation. Liquidated damages are assessed at $1,000 per day for each unit for any delay beyond the February 1, 2028 delivery date, not to exceed the total contract price. While the specific contract value is not disclosed in the solicitation documents, the comprehensive scope of the control enclosure system—including multiple transformer differential protection relays, communications infrastructure, battery systems, HVAC equipment, and extensive integration requirements—indicates a significant procurement value.
