About this file

This is a technical specification document for electrical controls and relays issued by the Colorado River Commission of Nevada for Project No. 3636S Stage II Reliability Upgrades (Commitment No. 011409.1), specifically Section 26 09 16 covering the supply, delivery, installation, and testing of a Power Control Enclosure (PCE) with integrated Control and Relay Panels (CRP). The specification requires one fully equipped pre-fabricated metal control enclosure including AC and DC power panelboards, relay panels, SCADA/communications panels, battery systems, and supporting materials and equipment. The supplier must deliver a complete, factory-assembled, and tested PCE with CRP, incorporating all components shown on the contract drawings. The specification mandates submission of detailed shop drawings for owner approval prior to fabrication, including electrical interconnection diagrams, three-line diagrams, panel assembly details, equipment physical arrangements, bills of material, schematic diagrams, wiring diagrams, and AC/DC panel schedules. The supplier must provide three sets of final documentation: one set with the shipped equipment and two sets for the contractor. Factory Acceptance Testing (FAT) is required, with the owner reserving the right to inspect the nearly completed CRP a minimum of ten working days before FAT execution. Any deficiencies identified during inspection must be corrected prior to FAT, and any work not completed at the factory must be finished on-site at the supplier's sole expense.

All testing must be performed in accordance with NETA-ATS guidelines by NETA Level III certified personnel, with the supplier notifying the owner not less than 30 calendar days in advance of production or functional testing. The specification requires the manufacturer to hold ISO 9001 certification and ISO 14001 environmental certification, with a minimum of five years of satisfactory product use in similar service. A five-year warranty period beginning on the date of substantial completion covers repair or replacement of control and relay panels and auxiliary components that fail in materials or workmanship. The supplier must provide a factory-authorized service representative or engineer to assist with final placement, installation, reassembly, anchorage, and field commissioning at the site, including pre-energization inspection and technical support during contractor functional testing. All control wiring must comply with National Electrical Code (NEC) standards and applicable local regulations, with components listed and labeled by Underwriters Laboratories or an acceptable testing agency. The specification includes detailed requirements for panel construction, device mounting, labeling, terminal blocks, fuses, wire gaumentation, communication cables, and fiber optic equipment patch panels.
