About this file
This is a technical specification document for a Power Control Enclosure (PCE) prepared by the Colorado River Commission of Nevada for Project No. 3636S Stage II Reliability Upgrades. The specification details the complete design, fabrication, assembly, testing, and delivery of one pre-fabricated and fully equipped control enclosure with integral Control and Relay Panels (CRP), to be installed at a power substation. The PCE must include AC and DC power panelboards, relay and control panels, a 48-volt DC battery system with chargers, HVAC climate control systems, fire detection equipment, lighting, and related auxiliary equipment. The enclosure shall be constructed as a NEMA 3R structure with options for sheet metal over structural steel, self-framing interlocking panels, or concrete with glass fiber reinforced panels, and must be rodent-proof and completely weatherproof. The specification requires shop drawings, equipment bills of material, structural calculations, seismic certification, and HVAC calculations to be submitted for engineer review and approval prior to fabrication. All components must be factory-assembled, tested according to NETA-ATS guidelines by NETA Level III certified personnel, and delivered fully integrated and operational to the job site in Nevada.
The supplier is responsible for all costs associated with design, fabrication, assembly, testing, inspection, shipping, loading, unloading, delivery, site placement, and field commissioning of the complete enclosure system. The specification mandates a five-year warranty covering repair or replacement of components that fail in materials or workmanship from the date of substantial completion on-site. The supplier must provide a factory-authorized service representative to assist with final placement, installation, reassembly, anchorage, and commissioning at the site, and must verify that all equipment meets specified performance standards before being declared operational. The document requires compliance with multiple industry standards including NFPA 70 (National Electric Code), NEMA standards, ANSI standards, AWS welding codes, and applicable portions of the International Building Code. No deviations from material specifications or equipment selections are permitted without prior written approval from the owner engineer, and the specification emphasizes that the enclosure must be complete and require no additional fabrication or assembly work at the project site.

A. Enclosure:
1. This document contains the specification for supply and delivery of pre-fabricated and assembled Power Control Enclosure (PCE) with integral Control and Relay Panels (CRP). Delivery includes the following essential equipment and features:
a. NEMA 3R structure with exterior walls and roof fabricated from interlocking panels to house and protect the internal equipment from the elements.
b. Structural grid base and floor system will be designed for applicable floor loading allowing the PCE to be lifted and transported with the interior equipment installed.
c. Mounting frame will maintain alignment of mounted components without depending on concrete foundation and lifting attachments.
2. The PCE shall be one of the following types of construction:
a. Sheet metal and plating over structural steel frame with insulated cavity and painted finish. The structural steel frame shall be erected using galvanized steel forms.
b. Self-framing, interlocking panel design using G90 galvanized metal.
c. Concrete around structural steel frame with glass fiber reinforced concrete panels. Concrete panels are to be attached to the structural steel frame using embedded bonding rods, providing free expansion and contraction. The floor and roof sections shall be welded to the completed wall sections.
3. The design and construction of the enclosure shall:
a. Be rodent-proof and completely weatherproof.
b. Meet applicable portions of the latest edition of the International
Building Code (IBC).
c. Avoid the use of gaskets preventing the entrance of moisture and dust into the enclosure. The use of gaskets shall be limited to doors, power, and control cable entrance cover plates, and between the base and walls.
4. The PCE base shall be constructed of structural members sized by design structural calculations and reinforced to meet or exceed specified static and dynamic loads. Structural members are to be located to coordinate with the enclosed equipment as necessary to provide proper support and allow maximum access to equipment floor openings for cable penetration where required. Such design calculations are the responsibility of the PCE Manufacturer/Supplier and shall be made available for review by the Engineer and Local Code Authorities.
B. Relay and Control:
1. The Supplier shall furnish and deliver the completed and fully integrated
PCE incorporating all Control and Relay Panels (CRP) as shown on the

2. All testing shall be performed in accordance with applicable NETA-ATS guidelines. Testing shall be performed by NETA Level III certified personnel.
3. Perform production tests for enclosure in accordance with applicable industry standards. Test all wire, cable, equipment, and systems of the PCE when assembly is complete to assure proper installation, settings, connections, and functioning of the support services and equipment. Verify operation is in accordance with the Drawings, specifications, and/or components Supplier's recommendations.
4. Perform operational tests of the CRP panel lineups in accordance with applicable industry standards. Test all wire, signals, components, and circuits of the CRP lineups when assembly is complete to assure proper assembly, settings, connections, and functioning of the control circuitry in accordance with the Drawings, specifications, and the Supplier's recommendations.
5. The Supplier shall have in place a system for recording, correcting, and verifying resolution of discrepancies discovered during the inspection and testing processes.
