The procurement encompasses annual inspections and preventive maintenance on approximately 206 overhead cranes and hoists located at various WSSC facilities in Montgomery and Prince George's Counties, Maryland. The scope of work includes comprehensive annual inspections in accordance with OSHA, ASME, ANSI/NFPA, and CMAA standards; lubrication of all components requiring such service; emergency repair services on a time and material basis with a 4-hour response time for critical emergencies; potential oil changes; and full-rated operational load testing on cranes and monorails in designated Chlorine Buildings. The contractor must provide all supervision, labor, service trucks, materials (including oil and grease), tools, equipment, and appurtenances necessary for contract performance. Bidders must demonstrate a minimum of five years of documented experience comparable in scope and size to this solicitation and must have key personnel with at least three consecutive years of directly relevant experience in crane and hoist inspection, repair, and maintenance. The contract base term is one year with four optional one-year renewal terms, and all prices must remain firm during the initial contract term with subsequent annual price adjustments capped at 10 percent maximum increase and 10 percent minimum decrease, subject to WSSC approval.

There is no stated MBE/SLBE subcontracting goal for this solicitation; the Office of Supplier Diversity & Inclusion recommends no minority business enterprise or small local business enterprise preference due to the nature of the contract, though bidders may utilize certified minority and small local business enterprises and must submit good faith effort documentation if applicable. All vendors must register in WSSC's Supplier Portal System before conducting business with WSSC Water and must locate their Supplier ID through the WSSC Supplier Portal. The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability, business auto liability, and umbrella coverage with WSSC named as additional insured. The estimated total contract value is $2,500,000.00 for goods and services across four work categories: crane and hoist inspection and repair services (NAICS 811310) at $2,000,000.00, overhead crane and hoist systems (NAICS 333923) at $250,000.00, and crane and hoist equipment contractor services (NAICS 238290) at $250,000.00. Historical five-year contract awards for similar services have ranged from $85,784.90 to $710,000.00. An intergovernmental purchasing clause permits other governmental entities and organizations within the cooperative purchasing group to utilize the awarded contract under the same terms and conditions negotiated by WSSC, allowing for expanded utilization of the contract beyond WSSC's direct needs.
