About this opportunity

The State of Utah Division of Purchasing, conducting procurement on behalf of the Department of Natural Resources, issued an IFB for aerial seeding services at Cottonwood on September 15, 2026, with bids due September 22, 2026. This is a single-award, lowest-responsive-and-responsible-bidder procurement resulting in a purchase order.

The scope encompasses aerial seeding on approximately 740 acres (with potential expansion to 1,150 acres) of BLM and Utah School and Institutional Trust Lands in Iron County, Utah, at approximately 14.60 pounds per acre totaling approximately 17,520 pounds of seed. The contractor must pick up seed from the Department of Wildlife Resources warehouse in Ephraim, transport it to self-selected airport or landing zones, and load it into the broadcaster. Work completion is required within 30 calendar days from Notice to Proceed, with seeding to begin by 8:00 a.m. to minimize wind drift. GPS-equipped aircraft with Trimble, ARC/INFO, or ARCVIEW capability is mandatory to ensure 100 percent coverage. The contractor bears sole responsibility for seed protection during transport and storage, equipment security, and replacement of damaged or lost seed at no additional cost to the State.

Bidders must submit pricing on a per-acre basis as a lump sum including all labor, equipment, materials, mobilization, and operating costs with no fuel surcharges permitted. The contractor must guarantee pricing for project completion. A pre-work conference will be held at the project site prior to commencement. Payment is made as a final lump-sum payment based on actual acres completed following final inspection. The State may issue minor change orders up to 10 percent of the original project area at the original bid price.

Hammond Helicopter, LLC was awarded the contract at $15.00 per acre, totaling $11,100.00, as the lowest responsive and responsible bidder among three competing vendors. Standard Utah Division of Purchasing terms apply, including commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, with workers' compensation and commercial automobile liability coverage as applicable.
