About this file
This is an Award Memo issued by the State of Utah Division of Purchasing and General Services for aerial seeding services at Cottonwood. The contract procurement was conducted by the Department of Natural Resources through an Invitation for Bid (IFB) process. The solicitation sought to award a single contract to provide aerial seeding services according to the detailed Scope of Work provided in Attachment B. No mandatory site visit was required for bidders to participate in this procurement. The award was determined using a lowest responsive and responsible bidder methodology. The memo indicates that vendor selection has been completed and the intended awardee information is documented in accompanying award documentation available on the public purchasing site.
The award notification specifies that the winning vendor must not commence work, purchase materials, or execute subcontracts until both the recipient and the Division of Purchasing and General Services execute a formal contract or purchase order. Receipt of this award memo does not constitute a binding contract; only a signed contract or executed purchase order creates contractual obligations. The awarded vendor must guarantee its pricing for completion of the entire project. Any vendor protests of the award decision must be submitted in writing to the Procurement Officer within seven days of this notice, clearly identifying the solicitation and detailing the nature of the protest. Selected vendors will be contacted by phone or email regarding next steps in the contracting process.
