About this opportunity
The Phoenix Municipal Court is seeking qualified contractors to provide Foreign Language Interpretation and Translation Services through a Request for Qualifications (RFQu) solicitation, targeting professionals capable of interpreting in civil and criminal legal proceedings for the Phoenix Municipal Court and City of Phoenix Prosecutor's Office. The contract, running from July 1, 2025, to June 30, 2030, requires interpreters to facilitate communication between limited English proficient and deaf/hard of hearing individuals and court personnel, including judges, attorneys, defendants, witnesses, and investigators. Qualified interpreters must be credentialed by the Arizona Supreme Court, possess professional liability insurance, and comply with the Arizona Court Interpreter Code of Conduct. Interpreters will be responsible for both simultaneous and consecutive court proceeding interpretations, document translations, and attorney-client communications, working standard court hours with potential irregular scheduling. Successful candidates must demonstrate language proficiency, complete 20 hours of continuing education every two years, pass background screenings, and adhere to strict professional standards of impartiality and ethical conduct.
While the solicitation does not explicitly mention specific set-aside designations for disadvantaged enterprises, it does require extensive professional qualifications and credentials for potential interpreters. Compensation will be structured according to a detailed fee schedule with rates varying by language complexity, including differentials for weekends, holidays, late requests, and rush services. The total aggregate contract value is estimated at $1,125,000 for the five-year term, with the City of Phoenix reserving the right to adjust rates to maintain market competitiveness. Interpreters will be compensated on an hourly basis, with minimum hour requirements for different types of proceedings and additional compensation for specialized circumstances. Translation services will be priced at $0.20 per word for Spanish and $0.30 per word for lesser-used languages, with rare language translation rates subject to negotiation. The procurement will be handled directly by the Municipal Court's Management Services Division, with multiple contracts potentially awarded under this RFQu.
