About this opportunity

The South Carolina Department of Health and Human Services is requesting bids for daily scheduled courier services between three locations in the Columbia and Anderson areas under IFB RFP 54000, with bids due October 14, 2026 at 2:00 PM and a pre-bid conference on September 28, 2026 at 2:00 PM via Microsoft Teams.

The scope covers transport of printed media, magnetic media, and special envelopes containing personally identifiable information and protected health information between SCDHHS Jefferson Square in Columbia, Clemson Information Technology Center in Anderson, and the Medicaid Claims Control System facility in Columbia. Normal daily volumes are five cases of paper, with potential monthly peaks of twenty-five cases per delivery; no single item shall exceed thirty pounds. Service is required on Mondays and Wednesdays, excluding holidays and weekends, with specified arrival and delivery time windows.

Mandatory qualifications include South Carolina certifications, licenses, and permits for for-hire motor vehicle carriers; appropriate business licenses for the primary location's city and county; and a minimum of three documented years of experience performing similar courier services. The contractor must maintain at least one regular driver and a backup driver, provide secure locked transportation, maintain confidentiality and security of all materials, and sign a HIPAA Business Associate Agreement with breach notification to SCDHHS's Privacy Office within one hour of discovery for Social Security Administration data and within 24 hours for other breaches.

The contract consists of an initial two-year term plus three one-year renewal options, for a maximum five-year period. Award will be made to the lowest responsible and responsive bidder using fixed monthly pricing. Questions are due September 29, 2026 at 2:00 PM. Award is anticipated October 19, 2026. The contractor must provide its own parking and associated costs. Bidders must submit a signed solicitation cover page, a detailed narrative statement demonstrating qualifications with references, and insurance policy summaries. Nonresident contractors are subject to 2% income tax withholding under South Carolina Code Section 12-8-550 unless registered with the Department of Revenue.
