About this opportunity

The Oregon Department of Transportation (ODOT) and Benton County are seeking professional consulting services for the Corvallis to Albany Shared Use Path project, which involves planning and designing a 5-mile shared use path along the U.S. 20 highway corridor between NE Merloy Avenue and NW Rainwater Lane. The procurement is targeting registered professional engineers and land surveyors to provide comprehensive civil engineering and surveying services, with key deliverables including planning, environmental services, survey work, public involvement, utility coordination, and potential railroad and structure design. Proposals will be evaluated across six primary criteria: Design Philosophy and Approach (15 points), Project Management (10 points), Project Team and Qualifications (20 points), Project Samples (40 points), Interested Parties Support & Construction Readiness (10 points), and Clarity of Proposal (5 points). The Request for Proposals (RFP) was posted on October 18, 2024, with proposals due by November 14, 2024, through the OregonBuys eProcurement system. An interview phase was conducted on January 13, 2025, where two firms (David Evans and Associates and Parametrix) were invited to present, with Parametrix ultimately receiving the highest combined score of 96.00.

The contract includes a specific 3% Disadvantaged Business Enterprise (DBE) participation goal, requiring proposers to demonstrate compliance or provide justification for exceptions. All proposers must provide information on at least one registered civil engineer and one professional land surveyor who will perform services under the contract. Proposers must also complete certifications related to conflict of interest, discrimination, and false claims, and disclose any potential conflicts. The contract anticipates selecting one consultant with an estimated contract value between $1,350,000 and $1,500,000, with a projected contract duration of approximately three years. Parametrix, Inc. was ultimately selected as the top-ranked firm and will enter contract negotiations, with the negotiation period expected to be completed within 60 days of the Notice of Intent to Award. The contract will be federally funded and require specific documentation, including Certificates of Insurance, Responsibility Inquiry forms, and Committed DBE Breakdown & Certification Forms. No work will be authorized until contract execution and receipt of a written Notice to Proceed from the ODOT Project Manager.
