About this opportunity
The Laredo Independent School District is soliciting proposals from responsible contractors to provide general repairs, maintenance, remodeling, and special projects services across 33 educational institutions and administrative facilities throughout the district on an as-needed basis. The scope of work encompasses temporary and flexible labor support for both short-term and long-term project assignments, including general repairs and maintenance, exterior and interior remodeling, parking lot work, HVAC modifications, electrical upgrades, plumbing services, masonry work, and minor construction projects across multiple skilled trades and construction disciplines. Qualified contractors must demonstrate a minimum of two years of experience in relevant skill trades, possess proper licensing, provide at least three professional references with current contact information and project details, maintain comprehensive insurance coverage naming the district as an additional insured with minimum limits of $1,000,000 for general and auto liability and $5,000,000 for umbrella coverage, successfully complete background checks and fingerprinting, and comply with all district safety policies and procedures. The pricing structure requires vendors to submit labor hour cost estimates for specific skill categories including electrical repair, plumbing repair, roofing repair, masonry and concrete work, HVAC repair, carpentry and millwork, flooring repair, painting, earth moving services, and paving or resurfacing work, with the district reserving the right to negotiate project pricing on a case-by-case basis. The proposal submission deadline is April 14, 2026, at 2:30 p.m. Central Standard Time through the District's Bonfire Portal, with a pre-proposal meeting scheduled for April 1, 2026, at 12:00 noon. Award evaluation will be based on a 100-point scale weighted as follows: Purchase Price (55 points), Reputation of vendor and goods/services (10 points), Quality of goods/services (10 points), Extent to which goods/services meet District needs (10 points), Vendor's past relationship with District (5 points), Total long-term cost (5 points), and Customer Service (5 points). The estimated contract period runs from May 22, 2026, to May 21, 2027, with the possibility of extending for second and third years contingent on board approval and annual performance evaluation, with board approval for the award scheduled for May 21, 2026.
All respondents must submit signed state and federal certifications addressing debarment status, anti-boycott provisions, civil rights compliance, Buy American requirements, anti-lobbying compliance, prevailing wage standards, and compliance with regulations including the Israel boycott prohibition, Iran/Sudan/terrorist organization restrictions, energy company boycott prohibition, foreign ownership restrictions, and firearm discrimination prohibition. The District requires commitment to affirmative steps to procure from small, minority-owned, and women's businesses, and labor surplus area firms in accordance with federal regulations, and vendors must complete Texas Ethics Commission Form 1295 disclosing all individuals with controlling interest exceeding 10 percent ownership or intermediary compensation arrangements. All vendors must submit proof of liability insurance prior to commencing work, with policies requiring 30-day notice of cancellation provisions and waivers of subrogation on all applicable policies. Performance bonds are required for contracts exceeding $100,000 and payment bonds for contracts exceeding $25,000. No specific incumbent vendors or current contractors are identified in the solicitation materials, and no explicit budget ranges or award values are published; however, the district indicated that pricing will be calculated using a comparative methodology where the lowest price bid receives maximum points, with the district reserving the right to award to multiple vendors and negotiate with the top three proposers on a case-by-case project basis.
