About this file

This document is a Federal Certifications requirements form for the Laredo Independent School District in Texas, outlining mandatory compliance certifications that vendors must acknowledge when bidding on contracts funded with federal dollars. The solicitation pertains to a general repairs, maintenance, remodeling, and special projects contract opportunity for the district's first-year procurement. Vendors are required to certify compliance with numerous federal regulations and provide their initials and signatures on an agreement form confirming their understanding of and commitment to adhering to all stated requirements. The document does not specify quantities, response dates, due dates, site visits, bidders' meetings, award dates, or contract terms for the underlying opportunity itself.

The certifications required address compliance with regulations including the Buy American Act, Byrd Anti-Lobbying Amendment, EPA standards for contracts exceeding $100,000, Davis-Bacon Act prevailing wage requirements for construction contracts over $2,000, debarment and suspension status verification through the System for Award Management (SAM), civil rights protections, Clean Air and Water Act compliance, record retention for a period of three years, non-collusion statements, and prohibitions on procuring covered telecommunications equipment from specified foreign entities. Additional certifications cover Contract Work Hours and Safety Standards Act compliance, Equal Employment Opportunity requirements, energy conservation standards, small and minority business participation, and inventions/patent rights. The document specifies that certain certifications apply only when federal funds exceed threshold amounts ($10,000, $50,000, $100,000, or $150,000 depending on the requirement), and vendors must acknowledge applicability to any subcontracts awarded under the contract.
