About this opportunity

The Maine Military Authority is requesting bids for rebuilt HMMWV steering gear assemblies (NSN 2530-01-423-1796, AM General part number 12460232) under a one-year fixed-price contract, with bids due August 2, 2011.

Vendors must pass federal debarment screening through the Excluded Parties List System (EPLS) and certify they are not debarred, suspended, or ineligible under Executive Order 12549 and 29 CFR Part 98. The certification requires confirmation of no convictions or indictments within three years for fraud, criminal offenses, anti-trust violations, embezzlement, theft, forgery, bribery, falsification of records, or receipt of stolen property, and no prior termination of public transactions for cause or default within three years. Prospective bidders unable to certify to any statement must attach an explanation for MMA consideration.

The contract supports vehicle and equipment refurbishment operations at the MMA-Limestone Facility in Limestone, Maine. Projected annual quantities are 25–50 units, though actual delivery orders will depend on production and supply needs. Bidders may propose flexible order sizes and pricing structures, including quantities as small as one unit. The contractor must maintain modest inventory for 24–48 hour delivery and submit separate pricing for "with core exchange" and "without core exchange" options, with the contractor bearing all freight and pickup costs for cores. Warranty details and quality control information will receive added weight in evaluation.

All pricing must be submitted as net F.O.B. destination with transportation and delivery charges prepaid by the contractor. Prices remain fixed throughout the contract term unless periodic adjustments are agreed to in writing. Delivery orders will be transmitted via email and shipments must arrive within two weeks of stated delivery dates; unmet schedules are subject to modification or cancellation at MMA's discretion. Bidders must submit complete legal company names, DUNS numbers, and CAGE codes, and must monitor posted questions and answers on the solicitation details page. The State of Maine may extend the contract with contractor consent and may cancel with thirty days' written notice.
