About this file

This is a solicitation document from the State of Maine's Purchasing Division for a one-year fixed-price purchase contract for rebuilt steering gear assemblies (NSN 2530-01-423-1796, AM General part number 12460232) to support vehicle and equipment refurbishment operations at the MMA-Limestone Facility located at 125 Kansas Rd, Limestone, ME 04750. The contract addresses procurement of steering gear assemblies with projected purchase quantities of 25-50 units annually, though actual delivery orders will be subject to production and supply needs. Bidders may propose flexible order sizes and pricing structures, with orders potentially as small as one unit or as large as the proposed standard of approximately 25 units. A key requirement is the contractor's willingness to maintain a modest quantity in stock for delivery within 24-48 hours. The contract may be eligible for additional extensions subject to State Purchasing Division policy and acceptance by all parties.

Bid pricing must include all freight and delivery charges to the specified Maine facility as well as all freight and pickup charges for cores being returned. The solicitation offers both "with core exchange" and "without core exchange" pricing options, with the state handling core preparation and the contractor arranging and funding all pickup logistics and bearing associated freight costs. Core credits or refunds will be tendered via check unless alternative arrangements are agreed upon. Bidders must submit warranty details and quality control information as these factors will receive added weight in evaluation. Prior to contract award, successful screening through the federal Excluded Parties List System (EPLS) is required, along with potential submission of Buy American Act certification and manufacturer certificates of conformance to applicable military standards. Bidders must provide complete legal company names, DUNS numbers, and CAGE codes with their submissions.

Rebuilt Steering Gear

1. Our objective is to have a 1 year fixed-price purchase contract for the listed model of steering gear assemblies to support planned production at our vehicle and equipment refurbishment facility. We expect to have used cores to exchange for 90-100 percent of items purchased.
a) We generally expect our orders to be for approximately 25 units at a time, but we may need to order as little as 1 unit occasionally. Bidders may propose any order size and pricing structure for consideration.
b) Product value evaluation will gain added weight if back by warranty and knowledge of other quality control measures. Submit applicable warranty details and quality control information with bid.
c) Of additional importance and value to us is a provision for maintaining a modest quantity available in stock and deliverable to our facility within 24-48 hours. Please indicate willingness and any additional terms and conditions for this provision.
d) This contract may be eligible for additional extensions, subject to State Purchasing Division policy and rules, and acceptance by all affected parties.
2. For contracts with both the "with" and "without" core exchage pricing, the following general provisions will apply unless other terms and conditions are agreed to.
a) MMA will release orders with the "without core return" price level, with the assumption that core exchange and credits/refunds will be handled at a later date.
b) MMA will prepare available cores for return shipment in the days or weeks following delivery and notify the contractor for pick-up.
c) The contractor will make all arrangements for pick up of cores from our facility and bear all costs for freight and handling.
d) The contractor will tender credits/refunds via check or equivalent unless other provisions are agreed to by our accounting department.
e) The contractor will honor core exchanges up through the end of the contract effective period.
f) The contractor does not require MMA to provide/bank cores up-front.
