About this opportunity
The State of Maine Division of Purchases is requesting quotations for lead-acid batteries to support the Maine Military Authority vehicle and equipment refurbishment facility in Limestone, Maine, with quotes due July 22, 2011. All bids must be submitted electronically and close at 2:00 p.m. local time.
In-state bidders and those offering commodities produced or manufactured in Maine receive preference in case of tied quotes. Awards will be made to the lowest responsible bidder considering quality, conformity to specifications, purpose, delivery date, and ultimate cost.
The scope covers Military NSN 6140-01-446-9498 storage batteries (6TMF model or equivalent), with a purchase quantity range of 150 to 350 units. Bidders must submit separate unit prices for both "without core return" and "with core return" configurations; the Maine Military Authority will exchange used battery cores for 90–100 percent of purchases. The contractor bears all freight and handling costs for returned cores and must honor exchanges through the contract period. Delivery is required to 125 Kansas Road, Limestone, Maine 04750. Bidders may be required to provide item samples and manufacturer certificates of conformance to applicable military standards, and Buy American Act compliance certification may also be required prior to award.
The contract is a one-year fixed-price agreement with prices remaining firm throughout the period unless periodic changes are agreed to in writing. Net F.O.B. destination pricing must include all transportation and delivery charges prepaid by the contractor. The State Purchasing Director may extend the contract period beyond one year with contractor consent and reserves the right to increase or decrease ordered quantities by up to 10 percent. Orders not delivered as scheduled are subject to modification or cancellation. The State maintains the right to cancel with thirty days' written notice.
Prospective bidders must complete federal Excluded Parties List System screening, provide debarment and suspension certifications, and submit complete legal company name, DUNS number, and CAGE Code information. Cash discounts of 20 days or more are considered in determining the low bidder; discounts under 20 days will not be considered.
